Welcome to the web page of the Customer Scrutiny Panel for Portsmouth Water

The Portsmouth Water Customer Scrutiny Panel (CSP) was established in 2022, replacing the Customer Challenge Group (CCG) which was established in 2012. Its objectives and terms of reference were agreed by the Group in December 2022, and its purpose is to challenge the development of our Business Plan for the 5 years from 2020 and scrutinise our performance against our targets agreed at the last determination with Ofwat in December 2019.

We place customers at the heart of our plan. The CSP ensures that our customers have been consulted and the plan takes account of customers’ views, particularly on issues which impacted on levels of service or the level of bills.

Membership of the Group:

The CSP comprises regulators, customer representatives, local government elected members and key stakeholders as listed below;

All these members are completely independent of Portsmouth Water.


The Role of the CSP

  • Reviewing the performance against each of our commitments and Outcome Delivery Incentives in our Business Plan
  • Producing an annual report to our Board summarising its findings on the above, which will accompany our Risk and Compliance Statement or Assurance Report. This report will also be shared with customers and stakeholders.
  • Advising on and monitoring the effectiveness of, our ongoing engagement with our customers in each community recognising all socio-economic groups which it serves.

The CSP will meet at least twice per year.
